not look like much of a party. ahead, the message he had for president obama. >> ahead, how exactly the president took the race and who drove him to victory. plus a big celebration in maryland. voters made history. voters doing something that's never been done before. and rolling the dice in maryland, a casino on the potomac is a go. we'll tell you what's next on the project. from this morning on election day with all there is to talk about, by the end of the day, it could be the weather dominating the conversation. >> it seems to be the case here a lot lately. we're about to get our first taste of winter weather this season. storm team 4 meteorologist tom kierein is tracking it. tom? >> right now we have the first winter weather advisory of the season issued for our region. all the areas in light blue, carrollton, baltimore, northeastern maryland and parts of eastern pennsylvania could get up to four inches of snow later today. closer to washington, we're not going to have that much. right now all this coming from a coastal area of low pressure way off the atlantic seaboard.

it is pushing rain inland, and we are getting a few sprinkles of rain in the eastern and southern suburbs. prince george's county, anne arundel, calvert, st. mary's, and charles county. northern neck to fredericksburg, and 95 prince william south is picking up this light rain this morning. some of the roadways are a little bit wet. meanwhile, these little areas in green and pink in montgomery and howard county is the main event. going to be coming later today. road temperatures above freezi g freezing. that is the key factor, upper 30s to around 40. it is chilly. you'll need an umbrella with chilly rain perhaps around noontime. later in the afternoon, cold air is involved. changing the rain to wet snow from time to time. accumulating on grassy areas, and highs from the low 40s early afternoon will begin to drop during the afternoon as that snow falls. that may continue into this evening. details coming up. now a look at traffic with danella. good morning. >> good morning.

still checking on that multi-vehicle crash as you head i-95 northbound. this is at mile marker 151 just prior to 234. the crash is moved into the left shoulder lane, but emergency response workers still blocking the left lane. reportedly, they should be clearing that lane and opening it up soon. still seeing about a five-mile backup on i-95 right now because of that accident. bumper to bumper in this area. let's talk about the rails. not bad. just a minor seven-minute delay on penn south train number 505. metro and vre not reporting any delays. this morning president barack obama is celebrating a decisive victory over former massachusetts governor mitt romney and winning the white house for a second term. >> news of that victory brought big celebrations at obama's watch party in chicago. the crowd went wild when the president arrived to thank supporters alongside his family there, even after a very

expensive and very tense race, the president seemed to put it behind him, looking towards the future. >> you elected us to focus on your jobs, not ours. and in the coming weeks and months, i am looking forward to reaching out and working with leaders of both parties to meet the challenges we can only solve together. in this election, you, the american people, reminded us that, while our road has been hard, while our journey has been long, we have picked ourselves up. we have fought our way back. and we know in our hearts that for the united states of america the best is yet to come. >> the president also said he looks forward to working with his now former opponent mitt romney to working together. here is how the electoral map stands right now. you notice all the pieces of the

puzzle are not yet in place. president obama has 303 electoral votes to romney's 206. florida is still in doubt because the race remains too close to call. the president does have a slight lead at the moment. the president managed to win in just about every swing state, including virginia. in the commonwealth, the president managed about 62,000 more votes than mitt romney, winning the key swing counties of prince william and loudoun counties. indiana and virgin in the end, virginia wasn't the deciding state as people expected. >> mitt romney called the president to concede the victory. about a half hour later with his family behind him and thousands of supporters before him, romney publicly congratulated the president on his re-election. he called on leaders to find some common ground on areas where congress has disagreed. coming up in ten minutes, a live report from romney's election headquarters in massachusetts. 6:05 now. democrats are also claiming

another big win in virginia. tim kaine beat george allen in the race for u.s. senate. kaine won by 6% in one of the most closely watched and hotly contested races this year. also, one of the most expensive. news 4's megan mcgrath is live outside campaign headquarters in alexandria. megan, good morning. >> reporter: good morning, eun. here at kaine headquarters in alexandria, you can see the homemade sign that graces the window here. it says tim kaine, u.s. senate. kaine is attributing his success to this sort of grass roots support and enthusiasm. he thanked his supporters last night at a victory rally in richmond. this race received national attention when democrat jim webb announced his retirement. the republican party saw it as an opportunity to gain a seat in the senate, a seat previously held by george allen before he was succeeded by webb in 2006. now, millions of dollars was spent on negative tv ads. much of the money coming from groups outside of virginia. and here's what tim kaine had to

an hour to concede after many networks took an hour to call the race. danielle leigh is live in boston with more on that. danielle, good morning. >> reporter: good morning. this ballroom cleared out almost immediately after romney conceded the race. thousands of once excited supporters walked out in quiet disappointment, in many ways, the life just sucked out of them. romney appeared for only a few minutes and briefly addressed everyone. he thanked them for their support, congratulated barack obama, and then he discussed his disappointment that he would not be the next u.s. president. >> i so wish, i so wish that i had been able to fulfill your hopes, to lead the country in a different direction, but the nation shows another leader, and so ann and i join with you to earnestly pray for him and for this great nation. thank you and god bless. >> reporter: and another key topic that came out of mitt romney's speech here, he said that leaders need to work together. he called on them to come across

the table and address the gridlock in congress. that's something that's going to be a key topic in the next couple of days. it's something clearly in the mind of many supporters walking out of here of what's going to happen the next four years or what's going to be done about the looming fiscal cliff, the budget cuts, and also the tax increases. is there going to be a solution? what kind of progress is going to be made? republicans also look at how do they address the party and make a republican more electable in the future? reporting live in boston, i'm danielle leigh, back to you. coming up in ten minutes, now they're planning for inauguration day begins. why this year it is a two-day celebration. >> 17 after the hour. an historic vote in maryland. voters agree to uphold an amendmentizing same-sex marriage. it's the first time this issue has been put to a vote and passed. same-sex couples can get married starting january 1st in maryland. a gaming expansion ballot measure passed. this was the scene last night at national harbor.

the measure also paves the way for a new casino in prince george's county. news 4's tony tull live at national harbor with more on that. tony? >> reporter: aaron, you said it best. barely passing 52-48 here statewide in maryland. question seven has officially passed. therefore, table games will be legalized here in the state of maryland as well as allowing the sixth casino to be built here in the state right here at national harbor. guys, this was an expensive question on the ballot. 90 million spent by supporters and those in opposition. you will not see this casino until at least 2016. as for the table games, you might see those as soon as next year. 52-48 statewide. as far as prince george's county goes, 59-41. yesterday, aaron, as you mentioned, a big celebration for supporters down here at national harbor. down here was former county executive wayne curry as well as lieutenant governor anthony brown. also on hand prince george's

county executive rushern baker, and he had a few words to say. >> that the money is going towards education. it's going to help build 210. it's going for health care and jobs and jobs and jobs. so thank you for this great victory. >> reporter: still a very quiet scene down here at national harbor. the last few days we spent in prince george's county as well as yesterday, we spent most of the day at the polling locations. it was interesting to hear some of the feedback from some of the residents. got those that were for it and those in opposition. it will be interesting to see later on today what those people think now that the ballot has actually passed. we'll check in with you a little bit latelater. that's the latest from national harbor. >> marylanders also passed question four, allowing undocumented immigrants to attend maryland colleges for in-state tuition.

they must attend high school for three years in maryland and show their parents paid income taxes during that time. maryland is the first sta in the country to approve it by popular vote. the only thing worse than cold is cold and wet. >> that's right. i think -- i can't believe i'm going to say this out loud. i think i prefer snow to cold, wet rain, though. >> we're going to get all of that, right, tom? >> i guess all your wishes will be fulfilled. >> thanks rb, tom. >> and we'll add wind into the mix as well. a coastal storm pushing rain inland. it does change over to maybe a little wet snow in montgomery and howard county up to western baltimore. south and east of washington, we have light rain right now. winds are going to pick up throughout the day. thankfully, we're all above freezing, but it is cold, only mid and upper 30s to around 40 degrees now. here's how much i think we're going to get and where. this area in the medium blue maybe one to three inches. again, just mainly on grassy areas. this will be beginning perhaps by early afternoon to

welcome back. 6:25. this election will be remembered for more than just the two candidates who won. voters in washington state and colorado became the first states to approve measures allowing adults to use marijuana for any purpose. both laws could face court challenges, though, because it's still a federal crime to possess marijuana. the justice department has not reacted yet to the vote. now that the election is behind us, it's time to start planning for the inauguration. it's going to be a two-day celebration next year because january 20th, inauguration day,

is a sunday. that means the ceremony is being pushed back to monday, which is january 21st, which happens to be martin luther king jr. day. that's the second time the national holiday has coincided with inauguration day. 6:26. 40 degrees. ahead, who was the driving force behind the president's victory? >> i believe we can see the

right now we're getting some rain all coming from the area of coastal low pressure that's deepening right now. the rain does maybe change a little wet snow in parts of howard county and montgomery county. the main event is going to be later this afternoon. southern maryland, northern neck, fredericksburg south getting light rain. buoys on the bay have rains gusting 30 to 35 miles an hour. some of those gusts are going to increase and come our way as we get into the afternoon hours. it is a cold morning. all above freezing thankfully. we're in the mid and upper 30s to around 40 degrees now. throughout the day you're going to need an umbrella. wur going to be out and about. needing, of course, light rain and a few wet flakes throughout the morning by 8:00 a.m. then cold air gets injected into the system during the afternoon. changing the rain to wet snow that will likely accumulate on grassy areas off and on from early to midafternoon all the way into this evening. but temperatures above freezing and road temperatures above freezing should make it a lot better as we'll have the snow

melting on roads, wet roadways from this wet snow this afternoon and this evening. i'll be back in ten minutes with a look at storm team 4 radar. now a look at traffic with danella. good morning. >> good morning. your first 4 traffic report, let's start with 50 in maryland. as you're traveling westbound have an accident just before the exit ramp for rau. and it is blocking the left shoulder lane. fr the bulk of your delays between i-95 and colesville road, but you are under speed as you head towards i-270. right now the drive from i-95 to i-270 will take you 13 minutes. on 395 as you make your way northbound from the beltway really slow. heavy on the brakes as you head towards seminary road. to get to the 14th street bridge upp under speed here as well. that drive will take you about 15 minutes. your average speed 42 miles an hour. you voted for action, not

politics as usual. i am looking forward to reaching out and working with leaders of both parties to meet the challenges we could only solve together. reducing our deficit, reforming our tax code, fixing our immigration system, freeing ourselves from foreign oil. we've got more work to do. >> now that a hard fought and sometimes ugly campaign is in the past, it is time to look ahead. the president last night not only used his moment in front of a world audience to thank his supporters but also outlined what he wants to do in the coming years. >> hundreds of people took to the streets in the district to celebrate the president's re-election. people chanted and gathered overnight, blocking traffic on "u" street in northwest. police had to shut down that road. it has since reopened. melissa mollet at the live desk tracking the exit polls. melissa? >> yes, the president won re-election, but let's take a look more closely at how we won.

exit polls show that romney was out of touch with the middle class and would favor the rich. the economy was still king at the polls. 69% of voters named it as their top issue. voters stuck to the party lines more than they did four years ago. obama won more democrats this time. and obama maintained his lead among women winning 55% of their vote and won asians, latinos, and african american voters. 43% of white voters chose obama in 2008. 40% of those voters picked him yesterday. one area he lost, the male vote by 7%. the president just narrowly won men back in 2008. at the live desk, melissa mollet, news 4. virginia was one of the last states to be called early this morning, and you can see why. look at all the red areas of the state. that may lead you to believe the commonwealth returned to red state status. president obama once again earned virginia, thanks in large

part to the major population centers in the state. he received more than 70% of the vote in norfolk, as you can see, and also in hampton he received a large part of the vote. the president also won the critical county of henrico near richmond, and northern virginia made a big difference. in fairfax county, he received 59% of the vote. 71% for alexandria. 52% for loudoun county, and 57% for prince william county. >> there was some speculation the candidates could split the electoral and popular vote, but at 6:35 now it is clear that president obama has both firmly in hand. heerds here's a look at the popular vote. with 95% of precincts reporting now, the president has about 58.5 million votes. you see there on the screen. romney trails with more than 56 million. percentage-wise, that gives the president 50-48% is the advantage. election day is barely over, and some people are already

talking about the next presidential election. hillary 2016 was trending across the world on twitter early just this morning after a few minutes after mitt romney delivered his concession speech. the secretary of state is regularly asked whether she might consider another bid for the white house. she lost the democratic nomination to president obama in 2008. the former first lady says she does not plan to stay on as secretary of state in the president's second term. 6:36 our time now. ahead, a surprising result, who voters in the district sent packing. it looks more like the fourth of july over the potomac. which resulted in this fireworks

control over the u.s. senate seat. tim kaine defeated george allen by 53-47%. he'll succeed democrat jim webb, who beat george allen six years ago. megan mcgrath is live outside the kaine campaign headquarters in alexandria, virginia. >> reporter: you can see the campaign signs are still here along the side of the road. campaign headquarters very quiet here in alexandria, as you would imagine. a very late night for the folks manning that office. the republican party had hoped this was an opportunity to gain a seat in the senate, a seat george allen had previously held, but it was not to be. tim kaine last night thanked his supporters at a victory party in richmond. he thanked them for all their hard work, and he attributed his success to their grass roots efforts. kaine had just begun his victory speech when he was handed a note. he then switched gears and made a big announcement.

>> in 2008 virginia made wonderful history by sending a fiscally responsible former governor to the united states senate and helping to put barack obama in the white house. the night is still young, but thanks to you, we're already halfway there to doing it again tonight. actually, we're more than halfway there. nbc just called the presidential race. >> reporter: as you can hear there, an enthusiastic response from the mostly democratic crowd there at that rally. now senator-elect tim kaine is going to be appearing later this morning on the "today" show. we'll hear more from him on that program. he's also holding a press conference at noon today. reporting live in alexandria,

megan mcgrath, news 4. there was no surprise in maryland's senate race. ben cardin was easily elected. the democrat received more than twice the votes as his opponent dan bongino. he said congress' top priority should be getting a budget passed with spending cuts. john delaney beat longtime incumbent roscoe bartlett. that district's lines were recently redrawn to include a large swath of democratic leaning montgomery county. 8 of virginia's 11 congressional representatives are republican. well, things don't always turn out the way you think they're going to. >> as many analysts thought, some controversial comments doomed the campaigns of at least two candidates. republican todd akin lost his bid for missouri's senate seat

to incumbent claire mccaskill. republican richard mourdock lost his senate seat bid. both were criticized by their own parties after making controversial comments about race and pregnancy. republican massachusetts senator scott brown is now out. elizabeth warren beat him into the senate seat. she becomes the first female to serve as a senator from massachusetts. >> those losses by republicans give democrats firm control of the u.s. senate now. here's a look at the balance of power for you this morning. democrats now hold 51 seats, republicans 45 with 2 independents. races in montana and north dakota are still undecided right now. in the house, republicans retain control. they hold 231 seats. democrats hold 187. as of right now, 17 races are still considered undecided. so with congress unchanged, the voters have set up an interesting showdown. the president does not have much

time to celebrate. he returns to the white house with the country edging closer to the so-called fiscal cliff. cnbc's jackie deangelis live with more on that in today's "4 your money" report. now that president obama has secured a second term, he's facing a fresh challenge that threatens the economic recovery. that's the fiscal cliff. it's a combination of tax hikes and government spending cuts set to take effect in january barring a budget deal in congress. the biggest sticking point between democrats and republicans, whether to let those bush-era tax rates expire for the wealthiest americans. if the so-called grand bargain isn't reached, economists say the impact of falling over the fiscal cliff could push the u.s. back into recession. and how does wall street typically trade after the presidential election? in 2008, the dow fell more than 5% on wednesday after election day, but remember the u.s. was in the depths of the financial crisis at the time. since 1900, if the dow closes up on the day after the election, the market moves higher 54% of the time over the next four years.

if the dow closes lower the day after, the market moves lower 73% of the time over the next four years. everyone watching today to see how the tone will be set. back over to you. >> jackie deangelis, thank you. maryland voters overwhelmingly passed question three. it was proposed offer councilwoman leslie johnson pleaded guilty in the corruption scandal of her husband, former prince george's county executive jack johnson. initially, leslie johnson refused to step down from office. she eventually did step down and pled guilty to the charges. question three says a politician will be suspended from office at the moment he or she is found guilty and is automatically removed when the appeals process is finished. 6:48 now. in the district we will see a new face on the d.c. council. in a major upset, incumbent michael brown lost his seat to independent david grosso. meanwhile, vincent orange easily won re-election. news 4's derrick ward is live with more on that election.

>> reporter: good morning. it took somewhere around 20,000 votes to unseat michael brown. as you said, an independent at large council challenger david grosso was the political newcomer who won the battle against brown. brown has faced allegations of spending impropriety in his campaign as well as questions about the operation of a nonprofit that he was associated with. brown actual ly outspent grosso. while ethics may have been the underlying theme, it was also front and center in changes in the city charter voted in. among them, a ballot initiative allowing the city council to vote out a member with issues of personal conduct or dereliction of duty. and there was another change approved by voters. that would be language allowing felons to be removed from office and barred from reseeking that office at some point later. those were the biggest changes from the election, an election with immediate and actual

of that rain reaching the ground. a close-up view of storm team 4 radar showing it from st. mary's county and right around the bay. parts of calvert and looks like anne arundel may be getting a few sprinkles. farther west a lot of this is not reaching the ground. temperatures thankfully they're above freezing. that's going to play a big factor. that will keep the road temperatures above freezing. it's cold from the upper 30s to near 40. have an umbrella handy. sprinkles around 8:00 a.m. cold air mixes in, changing the rain to wet snow this afternoon. and a winter weather advisory those counties in blue. up there on the pennsylvania border, they can get four inches. locally, i think maybe just a dusting to a half inch on grassy areas only melting on roads and higher amounts just north and east of washington. and then tomorrow we'll get the sun back. blustery wind today gusting to 30, also around tomorrow. weekend looks great. all the way into veterans day observed monday with warmer afternoons and chilly mornings. danella, how's traffic?

existing casinos. the new casino won't open until 2016. with more from national harbor, here's tony tull. >> reporter: it barely passed in the state of maryland. statewide, it was 52-48. as you said, it is legalizing table games in the state of maryland. also going to allow maryland's six casinos to be built here down at the national harbor. as you mentioned, we won't see that until 2016. guys, this was an expensive question on the ballot, both sides spending $90 million in total for this. again, 52-48 statewide. as far as prince george's county goes, 59-41. aaron, you showed a little video of the celebration that supporters had yesterday. here it was attended by prince george's county executive rushern baker on hand as well as governor anthony brown. and also on hand former county executive wayne curry, who had something to say. >> as a lifer and someone who appreciates good common sense, which once again has been

displayed by our citizens, who say, what kind of sense does it make for me to send my money somewhere else? >> reporter: and, eun and aaron, we heard from both sides yesterday as we visits prince george's county, a lot of the polling locations. it will be interesting what prince george's county rbesidens have to say at last. that is the latest from national harbor, tony tull, news 4. maryland now allows same-sex marriage and made history while doing so. voters upheld the amendment 52-48%. it is the first time this kind of issue has ever been put to a popular vote and passed in the u.s. general assembly passed it earlier this year, but opponents gathered enough signatures to put it on the ballot. governor martin o'malley said the state must come together now to provide equal rights for everyone. >> we are one. our cause is one. and we must help each other if

we are to succeed. >> the amendment will take effect january 1st of next year. same-sex marriage referendums also on ballots throughout the country. voters passed thoe eed those me maine. undocumented immigrants in maryland also celebrating a big win. voters approved ballot measure four, allowing undocumented imn't gi immigrants to pay in-state tuition. students must attend a maryland high school in three years. they and their parents must show they filed state income taxes at that time. maryland is the first state in the country to approve this measure by popular vote. of course, the big story this morning, the re-election of president obama. he thanked his team and supporters early this morning. but before the president took to the stage, he made one phone call. >> the bbc reports the president called former president bill clinton. the two campaigned together many, many times in the final

a few times today. the president obama signed, sealed, and delivered his victory. a decisive win over former massachusetts governor mitt romney, picking up just about all the key battleground states, including virginia. he made his victory speech in chicago with his family by his side, who got a shoutout during the big speech. >> sasha and malia, before our very eyes, you're growing up to become two strong, smart, beautiful young women just like your mom. michelle, i have never loved you more. i have never been prouder to watch the rest of america fall in love with you too as our nation's first lady. >> the president also made a joke that harkened back to his victory speech in 2008, when he told his daughters they would get a puppy. last night he said jokingly one dog is enough for right now. there were nine swing states that were key for both candidates to win the white house, and just as expected,

those states proved pivotal in the president's re-election. there were good indications early for president obama as new hampshire and pennsylvania both fell his way. then he landed the key midwestern and mountain states of wisconsin, colorado, and iowa. that left nevada and the three critical states we've been watching for months now. we're talking about ohio, virginia, and florida. as it turns out, the president only needed one of those states. as soon as nbc news projected ohio for obama around 11:15, the president had enough electoral votes to keep him in the white house. as icing on the cake, though, the president did also pick up virginia, and he also picked up nevada early this morning. >> after a hard fought presidential race, mitt romney called president obama around 12:30 this morning to concede victory. about a half hour later with his family behind him and thousands of supporters before him, romney publicly congratulated the president on his re-election. he called on elected leaders to find common ground on areas
